On 24 January, the Council of State gave its opinion on the two Grand Ducal regulations on the procedures for the reimbursement of psychotherapy by health insurance.

Universal access to contraception approved by the Government Council
On 20 January 2023, the Government Council approved the preliminary draft of the Grand Ducal Regulation on the nomenclature of medical acts and services covered by health insurance in order to implement the programme of preventive medicine and universal access to contraception at national level.

Abolition of the advance payment of social security contributions
The tripartite agreement of 28 September 2022 provides for the abolition of the advance payment of social security contributions on 1 January 2023. This measure is intended to improve the distribution of contribution payments and to provide financial support for employers and self-employed persons.

One step closer towards the coverage of psychotherapy procedures
On 29 December 2022, the Government Council approved, by means of a written procedure, the preliminary draft Grand Ducal regulation introducing psychotherapy procedures into the nomenclature.

Telework: Extension of the transitional period regarding social security affiliation for cross-border workers
The Administrative Commission for the Coordination of Social Security Systems of the European Union has updated its guidance note on telework to allow an extension of the transitional period for Member States.

Transitional period until the end of the year concerning telework in relation to social security affiliation of cross-border workers
Given the exceptional situation due to the COVID-19 crisis, it was decided not to take into account the days of telework linked to the COVID-19 crisis for the determination of the social security legislation applicable to cross-border workers. This exceptional provision will in principle expire on 30 June 2022.

In order to take account of the latest measures taken in the fight against the coronavirus "COVID-19", in particular in public health, a new act of nomenclature of physicians is introduced for teleconsultation, including for the establishment of medical prescriptions or declarations of incapacity for work.

Leave for family reasons in connection with the coronavirus epidemic
In the context of the measures adopted by the Government to contain the spread of the coronavirus, a specific form has been drawn up for those parents who have to look after their child(ren) under 13 years old, so that they will be able to benefit from leave for family reasons.
