Declaration of cross-border telework from 1st July 2023
In application of the new agreement, which will come into force on 1 July 2023 (expiry of the transitional period linked to the COVID-19 pandemic), a new declaration for cross-border telework where the activity is between 25% and less than 50% of total working time has been drawn up regarding the social security.

The "Cité de la sécurité sociale" opens its doors to the insured
The social security institutions and administrations located in the "Office des assurances sociales" building at 125, route d'Esch in Hollerich have moved.

Contraceptives to be reimbursed at 100% with no age limit from 1 April
The various legal instruments relating to contraception, which enable the implementation of the programme of preventive medicine and universal access to contraceptives at national level, will enter into force on 1 April 2023.

Online services of social security entities
In the context of digitalisation, the Ministry of Social Security was keen to bring together all the social entities in order to present and promote the various online services for the insured. To this end, the various online services of the CNS, the AAA, the CNAP, the CCSS and the AEC for long-term care insurance were presented.

Adjustment of social parameters on 1 February 2023
Following the triggering of the index bracket, confirmed by the publication of the index results for January 2023, and the monthly meeting of the Index Commission on 10 February 2023, the social parameters were adjusted with effect from 1 February 2023.

Claude Haagen visited the future Social Security Site
On 8 February 2023, the Minister of Social Security, Claude Haagen, accompanied by the President of Luxembourg's pension fund (FDC), Alain Reuter, visited the future "Cité de la sécurité sociale". This building was built by the FDC who remain the owner.

Psychotherapy reimbursed from 1 February
On 24 January, the Council of State gave its opinion on the two Grand Ducal regulations on the procedures for the reimbursement of psychotherapy by health insurance.

Universal access to contraception approved by the Government Council
On 20 January 2023, the Government Council approved the preliminary draft of the Grand Ducal Regulation on the nomenclature of medical acts and services covered by health insurance in order to implement the programme of preventive medicine and universal access to contraception at national level.

Abolition of the advance payment of social security contributions
The tripartite agreement of 28 September 2022 provides for the abolition of the advance payment of social security contributions on 1 January 2023. This measure is intended to improve the distribution of contribution payments and to provide financial support for employers and self-employed persons.

One step closer towards the coverage of psychotherapy procedures
On 29 December 2022, the Government Council approved, by means of a written procedure, the preliminary draft Grand Ducal regulation introducing psychotherapy procedures into the nomenclature.

Pension increase on 1 January 2023
On 1 January 2023, pensions will increase by 2.2%.

Telework: Extension of the transitional period regarding social security affiliation for cross-border workers
The Administrative Commission for the Coordination of Social Security Systems of the European Union has updated its guidance note on telework to allow an extension of the transitional period for Member States.

Transitional period until the end of the year concerning telework in relation to social security affiliation of cross-border workers
Given the exceptional situation due to the COVID-19 crisis, it was decided not to take into account the days of telework linked to the COVID-19 crisis for the determination of the social security legislation applicable to cross-border workers. This exceptional provision will in principle expire on 30 June 2022.

Introducing 3G at the workplace: relevant social security provisions
As of 15 January 2022, legal provisions introducing the obligation to present a Covid-19 vaccination, recovery or negative test certificate at the workplace have come into force.
