At the press conference, the Minister of Social Security and the President of the National Health Fund presented the implementation of Direct Immediate Payment (DIP), with a live demonstration of how it works.
New online services
The General Inspectorate of Social Security (IGSS) presented its new ASK4MDP application, which enables researchers' data requests to be managed digitally since 15 May 2023. This platform has been designed to support the future developments required in a "data for research" context, such as more stakeholders and more data to be shared. For example, several registers of data relating to sickness and maternity insurance have just been added.
Since June 2023, the website of the Joint Social Security Centre (Centre commun de la sécurité sociale, CCSS) has been available in three languages: French, English and German, and a multilingual microsite is now available for employers to declare the teleworking activities regularly carried out by their employees residing outside the territory of the Grand Duchy of Luxembourg (www.teletravail.ccss.lu).
In addition, the management of time and salary records for staff employed by private households is now available on the private area at MyGuichet.lu.
At the level of the National Pension Insurance Fund (Caisse nationale de pension, CNAP), several procedures have been adapted on Guichet.lu and new forms are now available, including the request for an estimate of old-age pension/early old-age pension: https://guichet.public.lu/en/citoyens/travail-emploi/pension-vieillesse/assurance-pension/estimation-pension-vieillesse.html
Smart DSP: moving from passive data to an intelligent DSP
The eSanté agency has presented the Smart DSP, which aims to use available health data to support doctors and patients in particular. Until now, the shared healthcare record (DSP) has focused primarily on improving the coordination of healthcare between the various health professionals involved in a patient's care.
Today, the DSP already contains a total of 10.5 million documents. The Smart DSP aims to make judicious use of "passive data" to facilitate the work of doctors. A more detailed presentation of this concept will be given shortly.
Direct immediate payment (DIP)
The main purpose of Immediate Direct Payment (IDP) is to simplify access to all healthcare services offered by the health insurance system for all insured persons. The major advantage for insured members is that they no longer need to pay the full amount upfront, as the portion covered by the health insurance is paid immediately. This is particularly important for families on modest incomes, given that the majority of medical procedures for children are covered at 100% by health insurance.
Claude Haagen is therefore delighted that the roll-out of the PID to GPs is about to become a reality.
At the press conference, a live demonstration of how the PID works using "doctor" software was given.
This presentation will be followed by a communication from the CNS to general practitioners in the next few days. The PID will then be rolled out to other specialisations and to dentists.
Conclusion
Launched in March 2023, this regular meeting on digitisation in the social security field is intended to bring together all the social security entities in order to present and promote the various online services available to insured persons.
More than 80 services are currently available online and can be consulted on the website of the Ministry of Social Security, which will be updated quarterly. This approach will enable the insured/citizen to have a simplified and accelerated exchange with the various administrations in the management of their day-to-day rights.
