Claude Haagen visited the future Social Security Site

On 8 February 2023, the Minister of Social Security, Claude Haagen, accompanied by the President of Luxembourg's pension fund (FDC), Alain Reuter, visited the future "Cité de la sécurité sociale". This building was built by the FDC who remain the owner.

Located in Rue Mercier (near the Luxembourg train station), the Social Security City will in the coming months house the State Office for Assessment and Monitoring of hte long-term care insurance (AEC), the Social Security Medical Board (CMSS), the National Health Fund (CNS), the Joint Social Security Centre (CCSS) and the Accident Insurance Association (AAA).

The current premises of the social security agencies, located on the route d'Esch, have become too small for the approximately 1,000 employees and are no longer able to meet the changing needs of the agencies. Built in 1984, the Social Security building has already been expanded and has reached its limits in terms of space and usage.

The new building will offer more than 52,000 square metres of space  - twice the size of the old premises  - and will provide a better reception for protected persons, with more welcoming counters and a 220-seat waiting room. Thanks to its proximity to the Luxembourg railway station, it is also easily accessible for policyholders from all over the country.

"The construction of the Social Security City was necessary in order to improve the reception of protected persons and to allow the agents of the institutions and administrations to carry out their work in conditions adapted to the new working methods," explains Claude Haagen.

The project of the "Cité de la sécurité sociale"

The "Cité de la sécurité sociale" project is divided into two phases. Following the completion of the first phase in May 2023, the second phase of construction of the "Cité de la sécurité sociale" will begin in autumn 2023. This second building will house the National Pension Insurance Fund, the Children's Future Fund and the FDC.

  • Total gross floor area (basement + above ground) of the building: 52,197 m2
  • Gross floor area of the building: 37,333 m2
  • 4 underground levels and 10 floors above ground level
  • Flexible building with a minimum of 1,230 workplaces
  • 18 counters for the reception of insured persons, waiting room with 220 seats
  • Conference centre with multi-purpose room for approximately 150 people
  • Environment certification BREEAM "excellent"
  • Photovoltaic and solar thermal rooftop systems
  • Construction period: March 2019 to December 2022
  • Number of workers on site: up to 450 workers
